Police Arrest Man Charged in Fatal Shooting of 17-Year-Old

On April 18, police announced the arrest in the March 22 murder of Keon Dobbs in Precinct 1/ Wilkens.

UPDATE (12:48 p.m. April 18)—Armando Cele Hernandez has been arrested and charged in the fatal shooting of Keon Andre Dobbs on March 22, according to a statement April 18 by Baltimore County Police.

Dobbs, 17, was murdered near Songbird Circle and McDowell Lane in Precinct 1/Wilkens.

Dobbs, a resident of the unit block of Birdknoll Court, ZIP code 21227. He was pronounced dead at the scene, and the state Medical Examiner ruled it a homicide, according to the latest police statement.

"Interviews with witnesses and neighbors revealed that the victim was walking with a group of individuals on Songbird Circle, when they encountered another group at the end of the street near McDowell Lane. There was a confrontation between the two groups, and a shot was fired," it states. "Armando Hernandez was later identified as the individual who fired the shot from the second floor of a vacant townhouse in the 3800-block of McDowell Lane."

Armando Hernandez was charged with first-degree murder and is being held without bail at the Baltimore County Detention Center.

"The police investigation revealed that just prior to the shooting, the victim and several of his associates walked to the area near the intersection of Songbird Circle and McDowell Lane to engage in a fight with another group of individuals. While at the location, a gunshot was fired and the victim was struck in the upper body," according a police statement last month.

"After being shot, the victim ran from the location back toward his residence on Birdknoll Court where he collapsed just outside the front door," it states.
