The Baltimore County Police Department will promote 46 officers, including Lt. Jay Landsman of the Pikesville precinct, who will be promoted to captain.
Sgt. William A. Lally II will be promoted to lieutenant, and will replace Landsman at the Pikesville precinct on Monday.
Lt. Landsman will begin his new assignment Monday at the department's Criminal Investigations Division in Towson.
