Pat McDonough and Racial Politics

I agree with Jonathan Chait that many liberals immediately respond to "any potential racial signal with a charge of racism." This is dangerous because legitimate accusations of racism are almost always dismissed or invalidated by false charges. On the flip side, many conservatives (and Americans, generally) deny the political efficacy of white racial resentment, and how it empowers Republican politics.

I think Chait is right to point out that there is a distinction between bigoted hatred of black people and other minorities (white racism and white supremacy) and "belief systems that are connected below the surface to racial divisions" (white racial resentment or white populism). It's not simply a matter of semantics, though some might argue that racism and racial resentment lead to the same political outcomes.

Americans politics are wrought by race and it's difficult for both conservatives and liberals to admit. Bigoted racism still exists but it exists much more on the fringe; racial resentment and racial bias are more prominent and pronounced. The young white woman who crosses the street after noticing my presence and clutches her purse is not a racist bigot (or at least, this action is not enough to justify the accusation); however, it's fair to suggest that she suffers from some level of implicit racial bias or prejudice. (This has happened to me numerous times and, admittedly, I don't exactly conform to the intimidating urban black male stereotype.)

Nor do I believe that Mitt Romney is a racist, a charge that he has faced during his presidential campaign. I suspect, however, that he exploits white racism and white racial resentment for political gain (it's a staple tactic of Republican politics).

But as we're witnessing in Maryland, exploiting white racial resentment isn't the only form of racial demagoguery. A few months ago, state Del. Pat McDonough claimed that Baltimore's Inner Harbor was being terrorized by "black youth mobs." Now, McDonough is attempting to repackage himself as a champion of the black community with his opposition to the Maryland Dream Act, which would provide in-state tuition rates for undocumented immigrants. McDonough is regularly derided as a racist bigot and xenophobe. I disagree with everything that comes out of McDonough's mouth, but I'm not sure I'd go as far as to call him a racist bigot; his major point of contention seems to be with illegal immigration, not immigrants more generally.

That said, McDonough is certainly a racial demagogue. His false claim that the Dream Act would hurt the black community is proof of it. As McDonough has claimed recently, "the so-called Dream Act would displace available slots at Baltimore city’s community college from legal city residents."

I'm not sure how to make sense of McDonough's claim or his opposition to the Dream Act, generally. Maryland has the most stringent rules of the 11 states that have some form of in-state tuition for illegal-immigrant students. To even qualify, students must graduate from a Maryland high school and their parents must file taxes. Should the children of families paying state taxes be denied in-state tuition for higher education? McDonough portrays himself as a diligent advocate for hard-working Maryland taxpayers, but he's abdicating his duties here. If the state accepts taxes paid for and revenues generated by undocumented immigrant taxpayers, isn't the state obligated to afford them access to publicly supported resources?

McDonough's claim that the Dream Act would "displace" black students is unfounded and disingenuous. The Dream Act requires eligible undocumented students to attend community college for at least two years. Baltimore City Community College recently came off of probation and its enrollment had been dwindling for years before rebounding in a few critical degree programs. Undocumented students are ineligible for federal financial assistance, which means education will remain more affordable and attainable for poor and low-income African Americans compared to undocumented students, both for community college and four-year university.

Republicans have used "displacement" rhetoric in support of opposing affirmative action for years, so it's interesting to see the ploy used as a wedge between African Americans and immigrant groups. The language of "undeserving" individuals being handed a perceived advantage is quite palpable in American politics, especially when a racial or "otherness" dimension is added. I hope the tactic fails this fall.

Racial bigotry on the fringes has been overtaken by religious bigotry in the wide open, mostly toward Christians and all from the political progressives. See the lefts war on Christians and their beliefs and freedoms from our own government and now against business people who dare answer questions truthfully about their faith.

From the story "isn't the state obligated to afford them access to publicly supported resources?" It DOES! Grades 1-12 at no direct cost to the user. Our laws as they stand DO NOT bar any illegal alien or their children from higher education so that straw man is moot
It DOES NOT afford SUBSIDIZED higher education costs to those here illegally. The people who DO pay the taxes will have their say on Nov 6. Whatever the outcome, so be it.

I repeat, what part of illegal don't people understand. Go to another country illegally and see what benefits you receive. I think jail might be the 1st action that is bestowed upon you. It is not my problem that Mexico, El Salvador and other countries don't provide the benefits that LEGAL American citizens receive. Go through the channels that are available to become a LEGAL American citizen. My father came to the USA from Brazil. He had a green card and it took him 8 years to become an American citizen in 50's. I think it is a "slap in the face" to all the people who went through the channels and work to become a LEGAL American citizen. I will vote against any program and politician that gives illegal law breakers any benefits.

I welcome any person that comes to the USA and goes thru the process to become a LEGAL American citizen. Just because I don't like a law, should I have the right to break the law and not be charged with a crime?? I hope every LEGAL American citizen votes against the Dream Act and any other program that rewards people, breaking the law by living in the USA illegally. Sad that Maryland is a sanctuary state that rewards lawbreaking illegals and penalizes legal taxpayers with higher taxes.

"Just because I don't like a law, should I have the right to break the law and not be charged with a crime??". Desperate people will act desperately.

I would think that if the roles were reversed between Mexico and the USA, many of you would take the chance to move your family "illegally" to another country if it was best for your family. Most of you would take that chance to be "illegal" if it meant food on the table and a better life for your family. It's that parenthood thing, you know.

If I was stuck in their shoes in Mexico, I'd be looking for a way out too. So would you.

That caps lock thing really is annoying.

Steve I hate to tell you it’s in my back yard! Ask anyone in northern Arbutus 21229, what you read and what you see is two different issues. CASA of Maryland Supporters of the DREAM Act to help educate illegal immigrants will be marching from downtown Silver Spring to downtown Wheaton on Aug. 5 to raise awareness and educate voters before the November referendum. Where is the $$ coming from? Housing?, Food? Right now the issue Why not focus on our own issues our own disadvantage AMERICANS. We can be generous when our house is in order but money is needed to support CASA also works in partnership with organizations such as the National Capital Immigrant Coalition and staffs a multiethnic and faith-based initiative called the Friends of New Marylanders to form strong coalitions that support institutional change. At a time when so many Americans are out of work we should we support our own before we can support illegals WHY Arbutus/ 21229 is never mentioned by our local government ,If its not a Sanctuary SORRY STEVE!, IT IS. They keep communities from improving. We have apartment complex's that has no improvements since the 1950's An Millionaire owner who makes millions, yet these are part of group that support the green initiative? FIFA, the USA is a country that requires its citizens to obey its laws or face the consequences. The illegal aliens would rather break our laws instead of going through the process to request legal citizenship to the United States. I think the reason for this is that they can work "under the table", don't pay taxes, use our schools and healthcare system free of charge and send money back to Mexico to support their extended families! They don't want to learn English because they have no intention of ever becoming an American citizen, They want the American benefits but still want to remain a Mexican citizens. Sorry, for me this doesn't work.

I know a lot of people who are here and have no intention of ever becoming US citizens. My buddy just married a British girl. She says there is no way in Hades she want to become an AMerican.

They also send huge chunks of money back to their home countries. We used to have several groups of them come into the store I worked at every week and send $2000 back to Mexico and Venezuela.

"The Obama administration released illegal immigrants who went on to commit more crimes, including charges of 19 murders, 3 attempted murders and 142 sex crimes, the House Judiciary Committee said in a report Tuesday.

All told, the nearly 47,000 illegal immigrants the administration was notified of but declined to deport between 2008 and 2011 under its Secure Communities program had a recidivism rate of 16 percent, the committee said.

They were just part of the nearly 160,000 immigrants — most of them here legally — who were flagged by Secure Communities during the three year period but who were either not eligible to be deported or who the administration decided to release. Those immigrants went on to be charged in nearly 60,000 more crimes, according to the committee and the Congressional Research Service, which issued a report on the matter.

The findings stem from the Obama administration’s Secure Communities program, which was designed to identify immigrants who run afoul of the law and who the administration decides it wants to deport."

Ahhh yes,...when all else fails school yard garbaaage mouth name calling comes forward. Just one question....if we have 10 million illegal folks in this country....what is it costing us and who is paying...? and I might add...since when was Mexican a race??? Does brown skin automatically denote a specific race??? Think not!!! But, it is convenient to use when all else fails...something like school yard garbaaage mouth name calling...honey child!!! Just something a little extra to throw in the mix...there are millions of folks from all countries of the world who would love to come here without any laws to inhibit their trip....should we just sit back and welcome them my darlings? and what pray tell my intellectual angels would become of our great country if the no rule game is played? People talk about coming here "The right way" as if they know what they are talking about. For a poor person without a degree, it is incredibly difficult to come here legally. Nobody wants to come here without papers and be a second class citizen. But when their families are hungry, they have no choice so they risk their lives to come here and help them. I would hope that I would have the courage to do that for my own family if I were in that situation.

You've got that right Colleen. I have a friend of mine that lives in the UK. She has a college degree, a sponsor in the US and a job offer and they are still telling her it will take 7 years.
If she was Cuban, Eastern European Jew, Somali, Iraqi, El Salvadoran she would get her Green Card immediately
