Man Arrested in Pikesville for Alleged Indecent Exposure

A Woodlawn man was arrested Wednesday after police allegedly saw him masturbating in his car outside of a Pikesville restaurant.
Darren Dabney 44, of the 100 block of Kettle Court, has been charged with indecent exposure and several traffic violations, according to Lt. Michael DiCara, assistant commander at the Pikesville precinct.
At about 1 p.m., an anonymous caller phoned 911 to report that a man sitting in a car was touching himself inappropriately in public while watching female customers go in and out of Panera Bread.
An unmarked police car set up near the restaurant and "watched him make a movement" consistent with that report, DiCara said.
When a marked police car came to the site, two women went over to that car, which allegedly startled Dabney, who pulled out of the parking lot.
He was arrested nearby, DiCara said.

Police say that, when he saw two women go over to a marked police car, he pulled out of the parking space and police caught him at a nearby nursing home parking lot.

Was he caught in the act of driving? Not defending the guy but what law was broken?
Did the cops view or film the guys private parts, or did the guys movements make them assume or believe that something was up?

It's not the job of the police to judge whether the man was guilty or innocent. They got a complaint, found it credible, and arrested the suspect. Now it's up to the DA and justice system to determine his guilt, and if found guilty, his punishment. It may also be decided to not prosecute. That's out of the hands of the cops on the street who found probable cause to arrest him.

The law that was broken was pretty clear. If there are enough witnesses willing to put their names to the police report, the arrest happens and he gets charged. If they witnesses aren't willing to testify or the evidence isn't strong enough, the charges won't stand.

Geez Buck the police dont need to see every crime first hand to charge someone. The public makes a complaint then they investigate, if they find the guy they charge, and in this case there was an arrest.
